  • 🏚️ Shaky (1/6): Fractured. Law is a suggestion. Local lords ignore the crown, and the populace is one hungry day away from a riot.
  • 🛡️ Contested (2/6): Strained. Order exists, but it’s constantly challenged by guilds, cults, or rival noble houses. The grip is slipping.
  • 🏰 Functional (3/6): Steady. The King’s peace is maintained. Taxes are collected, and criminals are hanged, though whispers of dissent still linger in the taverns.
  • 📜 Resilient (4/6): Firm. Decrees are executed without delay. The populace is disciplined, and the authority of the throne is visible in every shadow.
  • ⚔️ Ironbound (5/6): Absolute. Total control. Dissent is nonexistent because those who disagreed are already in the ground. The city moves as a single, lethal machine.
  • 🗿 Monolithic (6/6): Eternal. Stability so rigid it borders on stagnation. Nothing changes without a royal seal. A perfect, crushing peace that feels like the silence of a tomb.
